Moved to a new location
Kashiwa City's Sogo department store, closed in 2016, is slowly being dismantled. The city's bicycle rental which used to be on the west side of the building has moved. The new lot is about a 2-minute walk east of Kashiwa Station, located on the north side of the Kawai Juku building. The attendants ask to see your ID for the first rental and issue you a card to use for subsequent rentals. The daily rental fee is 210 yen which you can pay in cash or with an IC card such as Suica or Pasmo. The lot is run by semi-retired businessmen who may greet you in other languages.

Well-maintained and economical bicycle rental
Kashiwa City has multiple bicycle rental locations, and Kashiwa Station East Exit's #2 bicycle parking lot is probably the most convenient one. The lot is located behind the police box just north of the exit. The shopping bicycles are always well maintained. On most visits, I'm offered a three-speed. The bicycles are easily identified as rentals because of the placards fixed to the front. The staff are available from 6 a.m. to 10 p.m., making it convenient to rent a bike for a day trip or for commuting. The fee is only 200 yen per day, and bikes are also available for rent by the month. I've never been turned away for lack of rental bikes, the fleet is that big. You'll likely pass other cyclists riding bikes with the rental placard with Kashiwa Reysol's Rey mascot on it.
