I went to driving school and got my driver's license in Japan. For anyone doing the same in Saitama you will end up in the Saitama Prefectural Driver's License Center at some stage to complete the requirements for the license. The final written and practical tests are done here. Also, for anyone in Saitama changing a driver's permit or license from abroad to a Japanese one, this is where you do it. It is also where you can get an international license that will allow you drive abroad. For my most recent visit, that's what I was visiting for. The center gets a lot of bad reviews online, but I was very happy with the fast and efficient service. I was in and out, with my new international drivers permit in my hand, in 25 minutes. The center is open 8.30 am to 5 pm on weekdays (Monday to Friday) and closed on the weekends (Saturday and Sunday). There is free parking for hundreds of cars.
