Osteria Il Santo Piatto is an Italian restaurant that I think is well worth visiting if you're in the Kamo area of Niigata. They have both a lunch sitting and a dinner sitting (they do need reservations for dinner, but walk-ins are fine at lunch), and like a lot of places their lunch sets offer better value for money. For 1750 yen you can get bread, salad, and the pasta of your choice, and there are several options on any given day. I had a spicy meat sauce pasta dish which was delicious and really rich in flavor -- I'd recommend it! It's easiest to access by car as it's about 25 minutes on foot from Kamo Station.
