A must when in Nagano
To me, Zenkoji Temple is one of the must-visit attractions when you're in the Nagano area. There's a lot to explore on the temple grounds, both in man-made and natural form, and the gardens in particular really impressed me. It's *mainly* free to visit -- there is a charge if you're planning on checking out the underground passage or the museum, but I think there's plenty to see even aside from that.

Venerable temple with an underground passage
You can't miss Zenkoji, the ancient Buddhist temple in the center of Nagano City. It's got extensive gardens, gates, and pavilions. One of the features that intrigued me was the underground passage. Visitors are sent on a journey under the temple floor in pitch blackness. The challenge is to find the key to enlightenment. Apparently there really is a key somewhere in the passage. The Bddhist statuary there is varied and priceless - rakan figures, well worn wooden statues, and effigies of Buddhas abound. If you time your visit right, you can attend a service there.
