Visit in May for peak rose season
Kyu-Furukawa Garden is one of Tokyo's most famous spots for roses, and they hold a festival in May when the blooms are at their best. If you can't visit during May, though, the autumn season also has a ton of colorful foliage to enjoy. The admission fee (150 yen for adults) is incredibly reasonable, in my opinion, and there's no charge for elementary-aged students and below.

Kyu-Furukawa Rose Garden
The Kyu-Furukawa Rose Garden is a nice small garden in north of tokyo. The garden is a combination of western and japanese style. The western part has a huge old building which you can visit 3 times per day with a guided tour. In front of the house is a big rose garden, where you can enjoy many kinds of roses from around the world. The blooming season is in may, that why the garden has a rose matsuri in may. Right after the rose garden, you will get to the japanese style garden with a small pond and tea house. The garden is just a few meters away from the popular Rikugien Garden.
