Clothing meets coffee shop

Lit is a clothing store in Niigata City, and they sell a variety of functional clothing pieces, including a good range of waterproof jackets for this time of year. Interestingly, there's also a coffee corner in their store where you can grab a caffeine fix, and the prices are very reasonable compared to most other cafes (400 yen and under). If you're looking for some winter wear I would recommend stopping by and seeing if anything piques your interest.
